For Blackberry Simulator:

Install JDE from (http://us.blackberry.com/developers/javaappdev/javadevenv.jsp ) to the default location. Usually it is C:\program files\research in motion. ( Windows XP)

For Blackberry Desktop Manager:

Install Blackberry Desktop Manager from http://us.blackberry.com/apps-software/desktop/ to default location. Usually it is C:\program files\research in motion. (Windows XP)

Build testing on device/emulator:-

Once the application is developed then it can be tested on emulator.
If the application is using restricted APIs then before deploying on device it must get signed.
For running the application on emulator signing is not required.
Signing certificate can be received by sending a request to RIM for specific Keys.
